Countless ideas have been thrown around the forums about this. But they all have the same weakness--most don't actually stop macro miners. Some require CCP to spend more money and hire more employees, and others require game-breaking changes. Others risk banning innocents. I believe the root of the problem is simple: mining is far too repetitive. If mining was made so that it was impossible to run 10 accounts at once effectively, it would strike the problem at its root.
Now here's my question to the miners out there: How would you feel if mining required you to be attentive at the computer, rather than watching a movie? Would you not have a problem, or do you mine because you can earn money while doing something else?
Blow them up.. Destroy their ships... Destroy their ore.. Make is nearly impossible to mine...
And, Above all, Stop trying to make it hard on the legit' miners..

We have all sorts of people in this game with alot of negative energy and a desire to blow stuff up. Why not troll around in noob alts with Kestrels and waste their barges?
Hey I'll sign up for a squad like that. Could troll around belts, anything that doesn't look like a rookie mining in highsec gets his ore stolen and loses the ship he's driving. You know I am an anti-pirate but that's not piracy, that's street-justice.

There is a big difference between afk mining and Macro-mining. If I see a Indy sitting in a high sec belt with a miner one going. I'm pretty sure that it's some new player, getting a bit of face time with the family, while trying to get the bit of isk for a new ship.
But when I see a half dozen Retreivers, side by side, named Miner01, Miner02, Miner03... I got a good idea whom I'm dealing with.

Go to Chaven and look in local, Check the names, age of the character and then look into the belts and see what they are doing. Dozens and dozens of new macro miner characters.
EVE is Macro-Mining now... Complete B*llsh*t

My radical idea is to stop coming up with these changes that hurt the player base and go after the macro's. Reservior Dogs killed 3 last night in Jita. That is just the 7 who could make it on last night. Think of the damage that 30 players could do to a macro-mining op.
5 kessies per barge makes for 6 dead barges in one attack. Stop whining and get organized. It's very easy to make a caldari alt that start off flying an kessie and be on the attack within minutes.
Take back YOUR game!

You could not worry about fundamental changes to the game and do what Reservior Dogs is doing now...

Acrossed EVE, Reservoir Dogs has taken down 12 Macro Miners this weekend. We have sacrificed our bodies and reputation to clear EVE of this menace to the future of a Game that we have watched for so long [some since beta]. We have received unprecidented support from the REAL citizens of EVE and have heard rumors that our methods have spread to other regions.
If you can, form your own corps to combat this threat. If you can't do that, donate ammo, ships or even isk to your local "Macro Militia".
It's your game - Take it back!!

That is a good question of which I've not a clue.. I would say, get EVERYONE. You do that and every air-breathing being in the known universe will want your baby...
